The participatory budgeting process is being used to decide how Alderman Moore’s ”menu money” will be allocated. The process will culminate in a final voting assembly in April, at which all residents will be invited to vote on specific projects to be funded. This is a binding process, as Alderman Moore will use his menu money to fund the projects that receive the most votes.
El proceso de presupuesto participativo se esta utilizando para decidir como se asignara el presupuesto “menu money” del Concejal Moore. El proceso culminara en una asamblea de votación en abril a la cual se le invita a todo residente que vote por aquellos proyectos que desea se le asignen fondos. Through the participatory budgeting process we will allocate Alderman Moore’s $1 million of his $1.3 million menu money budget. Alderman Moore is holding $300,000 in a reserve fund for any project cost overruns and unexpected emergency projects that come up.

No. Federal, State, and City agencies funds also finance infrastructure projects in the Ward. The projects decided on through the participatory budgeting will likely not be the only infrastructure projects funded in the Ward. Even if you did not attend a neighborhood assembly, you can still suggest ideas for projects and give feedback to the budgeting committees on the project proposals they’re currently working on. All committees will welcome new ideas for projects up until February 1st.
In addition, stay posted for updates on the second round of neighborhood assemblies coming up in March. The budgeting committees will present lists of projects they want to propose (to be voted on in April) and all residents will have the opportunity to request that projects be added to or removed from the list.
Finally, in April you can (and should!) come out to the voting assembly to vote on the projects. The projects that receive the most votes will be funded.

No. The budgeting committees will take the list of projects suggested at the neighborhood assemblies as a “solid jumping off point” to start developing project proposals. They will consider all of the 200 some ideas suggested at the neighborhood assemblies, but they will only select some of these to be on the ballot in March. They will take into consideration the Ward’s needs, the residents’ priorities, and technical feasibility when deciding which projects to propose at the voting assembly. Residents at-large will have the opportunity to suggest changes to their lists of selected projects at the second round of neighborhood assemblies in February.

How will we know how much projects cost? ¿De que manera nos podemos enterar del costo de los proyectos?
At the final voting assembly all project proposals will include a cost estimate. This estimate will be based on the 2011 cost of a similar project, which we can take from the 2011 Menu Money Cost Comparison sheet. Budgeting committees will work with the Alderman’s Office and city experts to get cost estimates for any projects not listed on this sheet. We will not know the exact costs of projects until we submit them to the City to be implemented.

The Alderman will fund the projects that receive the most votes, beginning with the percentage average voted on for street repaving, then with the project that receives the most votes and going down the list until the $1 million runs out. Thus the final vote is binding.

The budgeting committees are made up of ordinary residents who volunteered at the neighborhood assemblies to serve as “community representatives.” The community representatives are a self-selected group–all those interested in becoming representatives were invited to take on this leadership role. About 70 residents have volunteered to serve as community representatives, and thus there are about 10-20 representatives on each budgeting committee.

Yes, Alderman Moore has already pledged to give $89,000 of the menu money to the Parks District’s infrastructure fund so that they won’t charge for overnight parking near Loyola Park. However, he will pay for this with menu money reserves left over from previous years, and thus residents will still be able to decide how to spend the full $1 million through this process.
